If an international vessel wishes to bring goods to a place within a first point of entry (FPOE) that is not designated as a biosecurity entry point for those goods, an application for permission under section 148 of the Biosecurity Act 2015 must be submitted directly to the department for approval.
First points of entry (FPOE) are determined to permit the arrival of specified classes of vessels and goods. Certain berths/locations within the FPOE may not be designated as biosecurity entry points for all classes of goods that are permitted to arrive at the port. These locations may not have the appropriate facilities to manage the biosecurity risk of all types of goods and permission to unload goods will be required if you intend to bring your goods here.
We assess these applications on a case-by-case basis, and we cannot guarantee we will approve these requests. Permission will only be given if biosecurity risks can be managed at the alternative biosecurity entry point.
The Request permission to bring goods to an alterative biosecurity entry point under the Biosecurity Act 2015 application form is required to be submitted at least 10 working days prior to arrival. The completed application form must be submitted via email to Non First Point.
