List of Goods That May Carry Hitchhiker Pests

Section 57 of the Biosecurity (Conditionally Non-prohibited Goods) Determination 2021 (Goods Determination) specifies a class of goods that must not be brought or imported into Australian territory unless the condition specified in section 56 is complied with.

The class of goods specified in section 57 of the Goods Determination is the class of goods listed in the List of Goods That May Carry Hitchhiker Pests. This List contains goods that are listed under all tariff chapters of the World Customs Organization’s Harmonized System Nomenclature.

Under subsection 57(2) of the Goods Determination, the class of goods specified in section 57 does not include goods that consist of corrosive or toxic chemicals (or chemicals that are both corrosive and toxic), natural gas or petroleum products if the goods are brought or imported into Australian territory in liquid form, in a bulk vessel and are not contained in packaging or other material.

List of Goods That May Carry Hitchhiker Pests effective as of 6 April 2021

Section 57 of the Goods Determination specifies a class of goods that must not be brought or imported into Australian territory unless the condition specified in section 56 is complied with.

The class of goods specified in section 57 is the class of goods listed in the List of Goods That May Carry Hitchhiker Pests. However, this class of goods does not include goods that consist of corrosive or toxic chemicals (or chemicals that are both corrosive and toxic), natural gas or petroleum products if the goods are brought or imported into Australian territory in liquid form, in a bulk vessel and not contained in packaging or other material.

The goods contained in the List of Goods That May Carry Hitchhiker Pests are as follows:

2. Meat and edible meat offal.
3. Fish and crustaceans, molluscs and other aquatic invertebrates.
4. Dairy produce; birds' eggs; natural honey; edible products of animal origin, not elsewhere specified or included.
5. Products of animal origin, not elsewhere specified or included.
6. Live trees and other plants; bulbs, roots and the like; cut flowers and ornamental foliage.
7. Edible vegetables and certain roots and tubers.
8. Edible fruit and nuts; peel of citrus fruit or melons.
9. Coffee, tea, maté and spices.
10. Cereals.
11. Products of the milling industry; malt; starches; inulin; wheat gluten.
12. Oil seeds and oleaginous fruits; miscellaneous grains, seeds and fruit; industrial or medicinal plants; straw and fodder.
13. Lac; gums, resins and other vegetable saps and extracts.
14. Vegetable plaiting materials; vegetable products not elsewhere specified or included.
15. Animal or vegetable fats and oils and their cleavage products; prepared edible fats; animal or vegetable waxes.
16. Preparations of meat, of fish or of crustaceans, molluscs or other aquatic invertebrates.
