To inform stakeholders on upcoming consultation for stage 2 of the Exporter Supply Chain Assurance System (ESCAS) review.
Key points
- The department is continuing its targeted review of ESCAS.
- The review will ensure the existing ESCAS framework remains robust, functional, and effective in ensuring that animal welfare, control and traceability outcomes continue to be met for exported feeder and slaughter livestock in importing countries, up until and including the point of slaughter.
- Consultation for stage 2 of the ESCAS review will open on 20 November 2023 through Have Your Say.
- Stakeholders will be invited to provide feedback on draft recommendations to address challenges within the ESCAS framework.
- The recommendations have been developed with consideration to material analysed and feedback received in stages 1 and 2. We will ask for your feedback on recommendations covering the following key areas:
- monitoring and verification activities
- control and traceability
- noncompliance management
- administration
- animal welfare standards.
- We are seeking constructive feedback on the draft recommendations and proposed solutions.
- Consultation will close on 18 December 2023.
- Submissions within the scope of feedback requested will be considered and used to inform the final recommendations and refresh/update of ESCAS materials in stage 3 of the review.
Background
ESCAS is the regulatory framework that ensures that exporters meet animal welfare, control and traceability outcomes for exported feeder and slaughter livestock in importing countries.
This is the first review of ESCAS by the department since the framework was first implemented in 2011.
