Purpose
To advise stakeholders that the department has updated its exporting a livestock consignment webpage with more guidance and clarification on pre-export documentation requirements.
Key points
- Prior to submitting an application for the export permit and health certificate, livestock exporters must ensure that all documents are complete and correct and are able to demonstrate compliance with all regulatory requirements. This includes compliance with:
- the exporter’s approved arrangement and approved export program
- importing country requirements
- the Australian Standards for the Export of Livestock (ASEL)
- The department has updated its website to provide guidance on key requirements of common document types. This information is general only. It is not specific to any market and not an exhaustive list.
Background
- All livestock exporters operating under an approved arrangement are required to undertake their own verification processes to ensure that documentation meets regulatory requirements prior to export. The department inspects documents in accordance with our policy available on our website. RVOs can also request additional documentation if they need it to be satisfied that an exporter has met the requirements for issuance of an export permit and health certificate.
- The department has been running a randomised document inspection trial at the export permit and health certificate stage which randomises documents inspected based on risk and certification requirements, as opposed to the current fixed core documents list.
- The trial is part of the broader performance and compliance reform work which aims to provide confidence that requirements are being met before consignment departure to support a more targeted, risk-based regulatory model for livestock exports.
- Based on the feedback received through the trial to date, the department has updated its website to include more guidance and clarification on documentation requirements.
