Purpose
This Export Advisory Notice (EAN) is to notify industry that the final 2022‑23 Live animal exports cost recovery implementation statement (CRIS)has been published on our website.
Key points
- The final 2022-23 Live animal exports CRIS has been published.
- Public consultation on the 2022-23 CRIS occurred in late 2022.
- No prices have changed in the final 2022-23 CRIS.
- It is Australian Government policy to recover the cost of delivering export regulatory services.
- Under the Australian Government Charging Framework, we must regularly document changes to regulatory charging activities through a CRIS.
- The 2022‑23 CRIS describes our approach to managing cost recovery for Live animal exports, including fees and charges, financial performance information and financial forecasts for 2022–23 and forward 3 years.
- The 2022-23 prices are set in legislation and came into effect on 1 July 2022.
- Charging Guidelines have been updated to reflect 2022-23 prices and are published on our website.
- The department will continue to regularly engage and work closely with stakeholders on the ongoing streamlining of cost recovery arrangements for export certification.
- The CRIS will be reviewed and updated annually. This will ensure expenses and revenue are aligned and pass on efficiencies from reforms and government investments as quickly as possible.

Background
Regulatory fees and charges for the agricultural exports sector increased in 2021-22 after several years of under‑recovery.
The CRIS sets out stepped increases in prices to return to full cost recovery by 2023‑24 while regulatory reforms are implemented.
- A stepped return to full cost-recovery will ease the impact for live animal exporters.
Each CRIS update will outline prices for 4 years providing forward year forecasts. Prices will be reviewed annually and updated where a need is identified and approved by the government.
