Pure and highly concentrated caffeine products

We classify imported food that presents a potential medium or high risk to public health as risk food. All risk food is listed in the Imported Food Control Order 2019.

Pure and highly concentrated caffeine products are classified as risk food

This includes food that is ready for retail sale where caffeine is present at a concentration of:

• 1% (1 g/100 mL) or greater, if the food is a liquid food, or
• 5% (5 g/100 g) or greater, if the food is a solid or semi-solid food (non-liquid).

Exclusions

• Pure caffeine that is not for retail sale, i.e. for further processing or manufacturing purposes.
• Food from New Zealand.

Community Protection (CP) questions

You will need to answer these CP questions when lodging your full import declaration:

IFIS: Do the goods contain caffeine in a concentration equal to, or greater than 1% (1 g/100 mL) for liquid form,
or 5% (5 g/100 g) for powder or other non-liquid form?

IFIS: Are the goods ready for retail sale?

Inspection and testing

We refer consignments of pure and highly concentrated caffeine products for inspection. During inspection, we will conduct a visual and label assessment and assess this food against the caffeine limits in the Food Standards Code.

Food safety risks

Food Standards Australia New Zealand (FSANZ) has given us advice about the risk of pure and highly concentrated caffeine products. These products present a potential medium or high risk to public health.
