The purpose of Continued Biosecurity Competency (CBC) is to provide accredited persons with regular professional development activities, relevant to the approved arrangement class 19. We develop these activities in consultation with industry.
CBC activity topics may include:
- changes to electronic systems, such as the import declaration lodgement process
- changes to the policies that underpin the approved arrangement
- general refresher training on approved arrangement class 19 topics.
Class 19 accredited persons must complete CBC activities to maintain accreditation for:
- Class 19.1 non-commodity for containerised cargo clearance (NCCC)
- Class 19.2 automatic entry processing for commodities (AEPCOMM).
The CBC period runs annually from 1 April to 31 March, coinciding with the Department of Home Affairs Continuing Professional Development (CPD) period.

Accredited persons can access CBC activities on the Learnhub education and training platform. CBC activities must be completed by the listed due date. Failure to comply with CBC requirements will result in suspension or cancellation of the accredited persons class 19 accreditation. Additionally, it may result in sanctions against the biosecurity industry participant.
The CBC assessment component is managed through the approved CBC providers:
- Broker CPD
- Freight & Trade Alliance (FTA)
- International Forwarders & Customs Brokers Association of Australia (IFCBAA).
CBC completion records will be kept and managed by CBC providers. It is also the responsibility of accredited persons to keep evidence of CBC completion, as we may request those records.
Learnhub access – class 19 accredited persons
Learnhub is a central location for CBC activities, Automatic Entry Processing (AEP) help cards, training, and other class 19 resources.
We create a unique Learnhub account for each class 19 accredited person. Accredited persons must maintain access to their account.
