This Biosecurity Advice notifies stakeholders of the release of the Final report for the review of biosecurity import requirements for fresh Chinese jujube fruit from China.
The final report recommends that the importation of fresh Chinese jujube fruit to Australia from all commercial production areas in China be permitted, subject to it meeting a range of biosecurity requirements.
The final report takes into account comments received from stakeholders on the draft report released on 18 March 2019.
The department announced the formal commencement of the risk analysis on 10 August 2018 (via Biosecurity Advice 2018-20) and released the draft report for public consultation on 4 October 2018 (Biosecurity Advice 2019-P04). Comments from stakeholders on the draft report were taken into consideration in preparing the final report.
This risk analysis was conducted in response to a formal market access request for fresh Chinese jujube fruit to Australia.
The final report identifies eight pests, including seven quarantine pests and one regulated article, associated with fresh Chinese jujube fruit from China that require risk management measures to achieve the appropriate level of protection for Australia. These pests are:
- Fruit flies: Oriental fruit fly (Bactrocera dorsalis), guava fruit fly (Bactrocera correcta), melon fly (Zeugodacus cucurbitae), and jujube fruit fly (Carpomyia vesuviana)
- Fruit borer: peach fruit borer (Carposina sasakii)
- Mite: hawthorn spider mite (Amphitetranychus viennensis)
- Mealybug: Heliococcus mealybug (Heliococcus destructor)
- Thrips: chilli thrips (Scirtothrips dorsalis).
Chilli thrips has been assessed as a regulated article as it is capable of harbouring and spreading emerging orthotospoviruses that are quarantine pests for Australia, and therefore requires risk management measures.
The final report recommends risk management measures, combined with an operational system, to manage the biosecurity risks to achieve the appropriate level of protection for Australia. These measures are:
- area freedom or fruit treatment (such as cold treatment, methyl bromide fumigation followed by cold treatment, or irradiation) for fruit flies
- area freedom or fruit fly treatment (such as methyl bromide fumigation or irradiation) or a systems approach approved by the Department of Agriculture for peach fruit borer
- pre-export visual inspection and, if found, remedial action for spider mites, mealybugs and/or thrips.
The final report and more information about this risk analysis are available on the department’s website. Printed copies of the report are available on request.
The department invites stakeholders interested in receiving information and updates on biosecurity risk analyses to subscribe via the department’s online subscription service.
