This course has been designed for Authorised Officer (AO) candidates wanting to perform inspections of empty bulk vessels that will be used for the export of prescribed goods.
Prior to undertaking inspections of empty bulk vessels for export, you must be appropriately trained, deemed competent and appointed by the Department of Agriculture, Fisheries and Forestry for the job function BVI3001: Export inspection of empty bulk vessels.
This job function covers two inspection types: at berth and at protected anchorage. You can choose to be accredited in a single inspection type or both. More information is available in the Reference: Table of authorised officer job functions within the Plant Export Operations Manual.
The learning and assessment methods for this course include:
- eLearning
- Mandatory facilitated training
- Competency based assessment.
A working knowledge of export inspection requirements, procedures and techniques is fundamental for AOs carrying out this job function.
This course provides you with the knowledge and skills to effectively:
- conduct, document and record inspections of empty bulk vessel holds
- comply with legislation, organisational and industry standards
- understand the hazards and risks involved in the physical inspection of empty bulk vessels, in regards to work health and safety and the environment
- understand your role and responsibilities as an AO, in performing inspections of empty bulk vessels for export.
eLearning (Approximately 6 hours)
The eLearning has been designed to give candidates a broad overview of plant exports, prior to commencing mandatory facilitated training.
Completing the eLearning prior to commencing facilitated training is recommended, as it allows candidates to focus on applying their knowledge and conceptual understanding of the eLearning to “real-world” problems and scenarios covered during the facilitated training.
The eLearning includes:
- Plant export essentials—an introduction to plants and plant product exports, plant export legislation, work health and safety, communication, making good decisions, export treatments, and importing country requirements (approximately 5.5 hours).
- Conducting inspections of empty bulk vessels for export—pre-inspection, inspection, and how to pass or fail the vessel (approximately 25 minutes).
Note: If you have successfully completed the plant export essentials through eLearning for another job function, you will not be required to repeat this eLearning.
Mandatory facilitated training (Approximately 6 hours)
After enrolling in the eLearning, you are required to participate in theoretical and practical facilitated training delivered by a department Plant Export Assessor (PEA) to further develop your skills and knowledge.
The combination of the eLearning modules, instructional material published on the Plant Export Operations Manual and facilitated training will develop your understanding of your role and responsibilities as an AO when performing this job function.
Competency based assessment (Approximately 4 - 8 hours)
After completing the eLearning and facilitated training, you are required to demonstrate your competency to a PEA, through theoretical and practical assessments.

Following successful completion of the course, and being deemed competent by a PEA, you must:
- maintain ongoing competency
- carry out this job function in line with the relevant policies and procedures
- be audited by the department
- participate in additional training and assessment as required.
The BVI3001: Export inspection of empty bulk vessels course has a number of pre-requisite requirements.
BVI3001:1 Export inspection of empty bulk vessels – at berth
In order to become appointed for this job function, candidates must acquire and maintain a number of nationally recognised accreditations. Pre-requisites include:
- RIIWHS2O4D – Work safely at heights or equivalent (valid for two years from date of attainment)
- DEFWHS010 – Identifying a confined space or equivalent (valid for two years from date of attainment)
- HLTAID003 – Provide first aid or equivalent (valid for three years from date of attainment).

Candidates must also undergo a medical assessment and obtain a report testifying to the candidate’s suitability to work on a bulk vessel (valid for one year from the date of attainment).
BVI3001:2 Export inspection of empty bulk vessels – at protected anchorage
In addition to acquiring and maintaining the pre-requisites for BVI3001:1, candidates wishing to inspect empty bulk vessels at protected anchorage must also obtain the following pre-requisites:
- Boarding a vessel at sea (Rope ladder) training provided by contacting ERGT Australia
OR
- SFICOMP415A/SFICPL303 or equivalent.
Candidates must also complete and submit a declaration of boarding experience testifying to the AOs ability to undertake export inspection of empty bulk vessel at protected anchorage.

On successful completion of the course, you will receive an Instrument of Appointment accrediting you in the job function BVI3001: Export inspection of empty bulk vessels and permitting you to inspect empty bulk vessels that will be used for the export of prescribed goods, on behalf of the department.
This course is flexible and the duration varies significantly from person to person. The duration of each course requirement (outlined under Course Requirements) is a guide only and you are encouraged to only nominate for an assessment when you determine you are ready.
- eLearning – online
- Mandatory facilitated training (theoretical) – will take place at a location of the candidate’s choosing, in consultation with a Plant Export Assessor
- Mandatory facilitated training (practical) – will take place on board an empty bulk vessel, to be arranged by the candidate
- Competency based assessment (theoretical) – will take place at a location of the candidate’s choosing, in consultation with a Plant Export Assessor
- Competency based assessment (practical) – will take place on board an empty bulk vessel, to be arranged by the candidate.
You can commence the eLearning once you have been enrolled in it, however facilitated training will take place at a date arranged by the candidate and the department, depending on demand.
