Purpose
This Industry Advice Notice (IAN) is to advise that the Indonesian Agricultural Quarantine Agency (IAQA) has updated the Fresh Food of Plant Origin (FFPO) requirements under its Prior Notice system. The updated requirements come into effect on 10 May 2022.
Summary of changes and key points
- Indonesia Ministry of Agriculture Regulation No. 55/2016 concerning Food Safety Control on the Importation of FFPO requires exporters or their representatives in the country of origin to electronically submit Prior Notice of FFPO imports through Login (pertanian.go.id) before the arrival of the consignment.
- Exporters are required to add the following information in the electronic Prior Notice format.
- description of the importer
- reference number, date and place of issue of Phytosanitary Certificate
- the name of registered food safety testing laboratory
- reference number of Certificate of Analysis or Health Certificate.
- The updated requirement will come into effect 10 May 2022.

Australia’s FFPO Country Recognition Agreement (CRA)
- Attachment 1 lists commodities recognised by Indonesia under the FFPO CRA 2021.
- For these commodities, Australian exporters must add the following information to the electronic Prior Notice system
- description of the importer
- reference number, date and place of issue of Phytosanitary Certificate.
FFPO requiring testing in Australia by the Indonesian registered laboratory
- Attachment 2 lists commodities covered by a Certificate of Analysis issued by the registered laboratory.
- For these commodities, Australian exporters must add the following information to the electronic Prior Notice system
- description of the importer
- reference number, date and place of issue of Phytosanitary Certificate
- the name of registered food safety testing laboratory
- reference number of Certificate of Analysis or Health Certificate.
FFPO not regulated by Indonesia
- Attachment 3 lists commodities that are not regulated by Indonesia and are not subject to the change in Prior Notice requirements.
FFPO unable to meet additional Prior Notice requirements
- We understand that commodities not listed in Attachment 1, Attachment 2 or Attachment 3 will be declined entry into Indonesia.
- Using trade data, we have contacted affected exporters.
- Exporters of FFPO to Indonesia not listed in Attachment 1, Attachment 2 or Attachment 3 with concerns about the impact of the changes, please contact the Market Coordination Strategy team for advice.
