Purpose
This Industry Advice Notice (IAN) is to remind industry of updates to raising new Request for Permits (RFPs) for horticulture or grain commodities and updates to plant export certificates.
Summary of changes and key points
As of Wednesday, 9 October 2024 the following updates to phytosanitary certification and RFPs will come into effect:
- EXDOC will enforce the new ‘Intended use’, ‘Product part’, and ‘Product condition’ fields where required. Refer to the relevant Micor case and the Quick reference guide for assistance when completing these fields.
- Paper phytosanitary certificates will be updated to include the new fields. This will result in small changes to the appearance of certificates.
- Blank fields will now populate with ‘NONE’ to comply with international standards and minimise the risk of fraudulent certification.
- The following manual certificates on the Certificates, declarations and forms web page will also be updated:
- Phytosanitary certificate (EX16)
- Phytosanitary certificate for Re-export (EX25).
- Previous versions of these manual certificates will no longer be valid. We recommend deleting any previous versions you may have saved and only use the current templates as appropriate.

Background
We have been reviewing systems and implementing changes in preparation for the introduction of the ePhyto solution.

Industry responsibilities
- Familiarise yourself with the changes to plant export RFPs and certificates.
- Familiarise yourself with the changes to relevant instructional material.
EDI/Exporter responsibilities
- Review any active RFPs to ensure the ‘Intended use’, Product part’, and ‘Product condition’ fields are completed in line with Micor and the Quick reference guide.
- When creating new RFPs, utilise the updated fields in line with Micor and the Quick reference guide.
- If your existing RFP is at pre inspection and requires an update to the ‘Intended use’, Product part’, and ‘Product condition’ fields, delete your RFP and create a new one utilising the updated field option information in line with Micor and the Quick reference guide.
- If your existing RFP is at post inspection and requires an update, request an amendment with the new field information. Refer to Email applications and queries – Plant and plant products for contact and template information.
- If your RFP is at COMP, no further action is required.
