Purpose
This Industry Advice Notice (IAN) is to notify plant export industry of a change to the importing country requirements for Indonesia.
Summary of changes and key points
- Commencing 6 October 2024, exporters of all plants and plant products to Indonesia must submit ‘prior notice’ to the Indonesian Quarantine Authority (IQA) before their goods depart Australia.
Important: For plants and plant products recognised by Indonesia under Australia’s Country Recognition Agreement (Refer to IAN 2024-27), exporters may submit ‘prior notice’ before their goods arrive in Indonesia. - IQA has provided a web-based application and user manual for the submission of ‘prior notice’.
- In addition to general consignment details, ‘prior notice’ requires the following supporting documents/information:
- Phytosanitary certificate
- Certificate of analysis/health certificate
- Accreditation details of the testing laboratory
- Genetically Modified Organism (GMO) status.
- The Manual of Importing Country Requirements (Micor) will be updated to reflect the new conditions.
Background
On 4 July 2024, IQA notified the World Trade Organization (WTO) of their intention to issue a new regulation regarding Quarantine Documents and Seals under notification number G/SPS/N/IDN/149. English translations of the regulation can be found through the United States Department of Agriculture, Global Agricultural Information Network reports.
The Department of Agriculture, Fisheries and Forestry submitted comments on the notification before the due date on 2 September 2024.
The regulation requires that prior to a consignment’s departure from the port of departure, exporters of all agricultural commodities must submit ‘prior notice’.
The new requirements will apply to consignments departing on, or after, 6 October 2024.
The regulation covers the importation of animal and animal products, fish and fish products, and plant and plant products into Indonesia.
The department continues to engage with Indonesian authorities as a matter of urgency to better understand the impacts of these requirements on Australian industry and will provide relevant updates once more information becomes available.
