The Primary Industries Standing Committee determined a need to review research biosecurity protocols and processes after three plant incursion incidents (wheat streak mosaic virus, Scotch broom rust fungus and South African citrus thrips) were apparently associated with research institutions. A team, led by John Radcliffe, completed a review that focused on winter cereal breeding and germplasm collections and identified issues relevant to other introductions of overseas plant material.
