Who does this notice affect?
This notice applies to importers and customs brokers associated with importing goods from China.
What has changed?
As stated in Industry Advice Notice 97/2018, from 21 August 2018, Official government certification from the People’s Republic of China is now issued by the General Administration of Customs of the People’s Republic of China (GACC). As a result, the GACC has started to use new certificates and new stamps.
The security features associated with the new Chinese government certificates remain unchanged. The below security features constitute visible indicators of a legitimate copy:
- Inclusion of the GACC logo on the left hand top side
- The diagonal ‘copy’ watermark repeated throughout the document when scanned or photocopied
- The logo watermark in the centre
- The barcode appearing on the bottom right hand corner of the first page
- New stamp for the 42 different GACC districts
The Department of Agriculture and Water Resources reserves the right to request the original certificate if required to verify the authenticity of the document.
The Requirement to declare the AQIS Entity Identifier (AEI) number for all FID/SCL consignments that have an accompanying treatment certificate remain unchanged. The AEI number for GACC issued certificates can be found on the Offshore Treatment Provider list for China on the Department‘s website.
