Recognised offshore cleaning and pre-inspection providers

Used passenger vehicles that match the following parameters:

• can be registered for use on Australian roads
• carry under 10 passengers (including the driver)
• have a load capacity of under 10 tonnes
• commercial vehicles that have not previously carried vertebrate animal material
• up to eight (8) spare tyres imported as inner cargo.

Used motorcycles that match the following parameters:

• can be registered for use on Australian roads
• have up to three wheels
• have not previously been used for agricultural purposes.

The following types of used passenger vehicles may not be processed under the scheme:

• commercial vehicles that have carried vertebrate animal material
• vehicles that contain untreated timber i.e. timber that has no coating
• vehicles with aftermarket modifications that increase the biosecurity risk posed by the vehicle i.e. awnings, toilets
• vehicles that are either not designed for, or their purpose is other than, to transport passengers
• any good that would be covered under the BICON Case: Machinery and equipment.

For provisionally approved facilities:

Facilities that have passed their initial audit will be considered provisionally approved and undergo an initial onshore verification process.

For vehicles, the initial onshore verification is 250 used vehicles inspected at 100% on arrival over a minimum of 5 shipments. If there are no incidences of contamination during this stage the facility's onshore verification rate will reduce to 5%.

For motorcycles, if the facility is already approved for used vehicles, an initial onshore verification rate of 100% will apply for the first 100 motorcycles over a minimum of 5 shipments. Once onshore verification is passed, the facility will qualify for a reduced verification rate of 5%.

If the facility has not been approved for used vehicles, it will undergo an audit (virtual or on-site) and a 100% onshore verification rate will apply:

• the first 150 motorcycles imported over a minimum of three shipments if a site audit was undertaken, or
• the first 200 motorcycles imported over a minimum of five shipments if a virtual audit was undertaken.

For approved facilities

If a facility is approved under the scheme the onshore verification rate is 5%. All vehicles and associated parts included in the consignment will be held until the 5% onshore verification is completed. A larger sample size may be required if contamination is found on the initial 5% of the consignment.

Contamination found on vehicles imported under the scheme is assessed as either being:

• low-level contamination
• high-level contamination.

Low-level contamination is defined as small amounts of soil or plant material that can be easily and immediately removed by the inspecting officer at the time of inspection, or a small amount of matter that must be directed for treatment due to the location of the contamination.

Live pests, animal hair or contamination requiring diagnostic identification is considered high-level contamination.

High-level contamination is defined as larger amounts of contamination that cannot be easily removed by the inspecting officer, live invertebrates or contamination requiring diagnostic identification. This includes contamination that requires mechanical or chemical means to remove, is found in multiple areas on the vehicle, or is a significant biosecurity risk such as live pests, including insects, animal material or other high-risk material such as seeds.

Notification of contamination

If high-level contamination is identified during inspection, facilities will receive a report within 48 hours. From receipt of the contamination report, the facility will have 10 business days to submit a corrective action report and the onshore verification rate will increase to 100% for 100 vehicles or 3 shipments, whichever occurs latest.

If low-level contamination is identified, facilities will receive a contamination report at the end of the calendar month for their review.
