Approved arrangement class 19.2 automatic entry processing for commodities (AEPCOMM) allows accredited persons to assess commodity documentation and manage biosecurity risk for approved commodities.
Commodity requirements
To use approved arrangement class 19.2 an accredited person must ensure the commodity is:
- covered by an in-scope commodity group
- covered by an in-scope tariff
- supported by a valid approved arrangement class 19.2 pathway in the Biosecurity Import Conditions system (BICON).
Commodities that do not meet the above requirements are out of scope for this class.
Full import declaration requirements
To use approved arrangement class 19.2 an accredited person must ensure the full import declaration (FID) meets the following requirements:
- all lines must be of the same cargo type (e.g. a full container load line cannot be processed together with a break bulk line)
- all lines must be associated with a container (where applicable)
- all lines belonging to one commodity group must have the same outcome code applied (e.g. 2 lines of unfinished timber cannot have a REL code applied to 1 line, and a FUM code applied to the other)
- the FID must be lodged in line mode.

The tables below list eligible commodity groups and tariffs. Each commodity group also lists the associated BICON case(s). Accredited persons must use their BICON AEPCOMM user access to determine the appropriate biosecurity outcome and AEPCOMM code.

This group includes unretorted meat that:
- is sourced, manufactured and exported from New Zealand and/or Australia;
- is of bovine (e.g. beef) animals only; and

Bulk inorganic fertilisers: If AEPCOMM is being used for the clearance of a consignment of bulk inorganic fertiliser, evidence of the risk level rating for the consignment (which is a combined rating for both the goods and the vessel) will be required. This evidence must be in the form of written confirmation received from the department’s Bulk Commodities National Co-ordination Centre (NCC) Newcastle.
Containerised inorganic fertilisers: If AEPCOMM is being used for the clearance of a consignment of containerised inorganic fertiliser, evidence of the risk level rating for the consignment will be required. This evidence must be in the form of either:
- the department issued certificate; or
- a statement confirming the risk level rating on the manufacturer’s declaration.
