This group includes unretorted meat that:

• is sourced, manufactured and exported from New Zealand and/or Australia;
• is of bovine (e.g. beef) animals only; and
• meets all BICON document requirements.

BICON case: Imported sea-going vessels

This group includes new or used sea-going vessels that are imported as cargo.

3.1 Starter cultures

BICON case: Starter cultures and derivatives

This subgroup includes approved starter cultures for human consumption, human therapeutic and/or human cosmetic use, that:

• do not require an import permit
• meet all BICON document requirements.

3.2 Hops

BICON case: Processed and dried hops for human consumption and processing

This subgroup includes:

• hops for processing
• hops that have been processed into pellets or extract.

BICON case: Brown marmorated stink bug (BMSB) hitchhiker pests

This group includes BMSB target high risk goods that are:

• subject to seasonal BMSB measures
• with or without other biosecurity risks
• with a valid offshore treatment certificate, or if the container is a fully enclosed 6 hard sided FCL/X, subject to treatment onshore.

This group excludes goods imported under the BMSB Safeguarding Arrangements Scheme.

For goods under this commodity group you must:

2. refer to the BICON case Brown marmorated stink bug (BMSB) hitchhiker pests to determine if additional BMSB measures apply.

For this commodity group we recommend that you enter an approved arrangement site ID in the “AQIS premises ID” field of the ICS when a release from biosecurity control is expected (BMSBREL). This will allow the system to apply an inspection direction, in the event the consignment is subject to a random BMSB inspection.

5.1 Cane and rattan articles; and Bamboo products

• with a valid offshore treatment certificate
• to be treated with Methyl Bromide onshore at the rate of 48g/24hrs/21C.

This subgroup also includes bamboo products either:

• listed on the BICON table of bamboo products
• ‘Bamboo stem products NOT listed in the table of bamboo products’ as defined by BICON

5.3: Permitted plant fibres

BICON case: Permitted plant fibres

This subgroup includes products that:

• contain permitted plant fibres that are highly processed/treated (as defined by BICON) and incapable of propagation
• will not be used for animal feed, landscaping or growing purposes, or fertiliser
• meet all BICON document requirements.

BICON case: Dairy

This group includes dairy products that are:

• for human consumption
• made in New Zealand from milk of New Zealand or Australian origin only.

BICON case: Fertilisers

This group includes:

• solid fertilisers containing mined and chemical (natural or synthetic) ingredients only
• fertilisers classed as risk level 1, 2 or 3
• fertilisers that are bagged or loose in an FCL/X container
• fertilisers that are shipped as bulk loose in ships hold.

Bulk inorganic fertilisers: If AEPCOMM is being used for the clearance of a consignment of bulk inorganic fertiliser, evidence of the risk level rating for the consignment (which is a combined rating for both the goods and the vessel) will be required. This evidence must be in the form of written confirmation received from the department’s Bulk Commodities National Co-ordination Centre (NCC) Newcastle.

Containerised inorganic fertilisers: If AEPCOMM is being used for the clearance of a consignment of containerised inorganic fertiliser, evidence of the risk level rating for the consignment will be required. This evidence must be in the form of either:

1. the department issued certificate; or
2. a statement confirming the risk level rating on the manufacturer’s declaration.

BICON case: Fresh allium spp for human consumption

This group includes fresh onions and shallots that are:

• grown in New Zealand, the United States or the Netherlands
• from a permitted district/county indicated in BICON.
• for human consumption
• of the scientific name Allium cepa or Allium cepa var. aggregatum or var. ascalonicum

BICON case: Coffee for processing or human consumption
This group includes green and decaffeinated coffee beans that:

• have not been digested through an animal
• are not vacuum sealed trade samples
• meet all BICON document requirements.

BICON case: Highly refined organic chemicals and substances

This group includes highly refined organic chemicals and substances that:

• are not to be used for animal consumption, environmental purposes (including use as bioremediation product or fertiliser) or veterinary therapeutics.
• meet all BICON document requirements.

BICON case: Bee products

This group includes honey and honeycomb entering through all first points of entry except Western Australia.

BICON cases: Natural fibres (and their derivatives) of animal origin & Feathers

This group includes manufactured articles containing:

• wool/fibre from sheep, goats or camelids that are part of a retail ready and/or finished product (including garneted wool)
• animal hair, fibre or bristles (other than from sheep, goats or camelids) that have been commercially manufactured and are fully finished products
• feathers fully contained within manufactured articles.

This group includes goods either:

• listed on the BICON table of wooden products
• classified as manufactured wooden articles that do not require an import permit.

• equipment and parts.

19.1 Prepared cereals and muesli bars

BICON case: Retail ready products containing a mix of grains, seeds, dried fruits and nuts for human consumption

This subgroup includes:

• consignments of commercially prepared and retail packaged breakfast cereals, muesli bars, wholefood bars and balls, meal/flour mixes, couscous meal mixes and fruit and seed trail mixes that may contain restricted plant ingredients (including grains, seeds, dried fruits or nuts), as defined in BICON
• consignments containing plant material only.

19.2 Pasta

BICON case: Noodles for human consumption.

This subgroup includes commercially prepared and retailed packaged noodles that either:

• contain plant based ingredients only
• contain less than 10% egg and 10% dairy

20.1 Milled rice for human consumption

BICON case: Rice for human consumption or processing

This group includes milled rice for human consumption:

• where the outer hull has been completely removed
• that is packed in bags less than or equal to 25 kilograms
• that is imported as FCL cargo only

• packed in bags less than or equal to 25 kilograms
• imported as FCL cargo only
• meet all BICON document requirements.

21.1 Fish and roe for human consumption (excluding salmonid fish)

BICON case: Fish including fish caviar, fish roe, fish viscera and fish maw (excluding salmonid fish)

This subgroup includes the following goods:

• cartilaginous fish (sharks, skates, and rays), other than fish meal
• roe (including caviar)
• consumer ready finfish (as defined by BICON)
• finfish from New Zealand.

21.2 Frozen molluscs for human consumption

BICON case: Seafood (excluding finfish) for human consumption.

This subgroup includes molluscs (excluding oysters and snails) that:

• meet all BICON document requirements.

BICON case: Fresh Allium spp. for human consumption

This group includes semi-processed onions and shallots that:

• are peeled and washed
• have been grown and processed in China
• meet all BICON document requirements.

BICON case: Unaccompanied personal effects

This group includes unaccompanied personal effects that:

• meet the personal effects definition specified in BICON
• are not being imported for diplomatic personnel
• are lodged on a FID only
• are more than 0.5 m³ in size if arriving by sea, or more than 100 kg if arriving by air.

BICON cases: Timber and timber products & Timber and timber products imported from New Zealand during Burnt Pine Longicorn (BPL) flight season

This group includes unfinished timber products (excluding timber from the Myrtaceae family) that are either:

• a pathogen risk species from New Zealand only, meeting all BICON document requirements
• listed as other species.

and are:

• not classified as oversize timber
• not imported under a Canadian Certification Program.
