1 October 2024
Who does this notice affect?
All customs brokers, importers, self-reporting importers, freight forwarders of goods AUD $1,000 or less in value.
What has changed?
The Self-Assessed Clearances (SAC) cost recovery charge has commenced. All SACs lodged in the Integrated Cargo System (ICS) from 1 October that subsequently arrive in Australia, will be liable for the $0.36 charge.
The entity that lodges the SAC in the ICS will be liable to pay the charge, which will be remitted to the department quarterly in arrears.
A notice of liability for the October-December 2024 quarter will be provided in January 2025. Businesses must rely on their own records to verify this assessment.
Businesses that believe they will be liable for the SAC cost recovery charge, who have not had correspondence with the department, are encouraged to contact us for further information.
Entities that lodge under 278 eligible declarations in a quarter are not subject to the charge.

Further information and future updates on the SAC Cost Recovery Charge can be found on the DAFF website and via import industry advice notices. If you have any questions, please email the department via: SACcostrecovery@aff.gov.au.
