Who does this notice affect?
All clients attempting to submit permit applications and access invoices using the Department’s Biosecurity Import Conditions System (BICON) during this planned outage.
All clients who will be required to make an online payment during this planned outage.
All importers and customs brokers who will be required to lodge imported cargo documentation to the department for biosecurity assessment during this planned outage.
All shipping agents or operators of maritime conveyances who will be required to report pre-arrival information during this planned maintenance period.
All importers of plants, cats and/or dogs who will be required to use the Post Entry Biosecurity System during this planned outage.
Information
To support end of financial year activities, the following systems will be unavailable from 23:00 Friday 30 June to 06:00 Saturday 01 July 2023 (AEST):
- Cargo Online Lodgement System (COLS) and COLS API interface
- Maritime and Aircraft Reporting System (MARS)
- Online Payment Service (OPS)
- Post Entry Biosecurity System (PEBS)
BICON will be available during this time, however clients may encounter error messages when attempting to view invoices or make payments.

Clients are advised to await the completion of this maintenance period before attempting to access these services.
