249-2022: New biosecurity first point of entry determination for Sydney Kingsford Smith Airport

Who does this notice affect?

First point of entry (FPOE) operators, airlines, aircraft operators, importers, brokers and others.

What has changed?

A new determination for Sydney Kingsford Smith Airport commenced on 1 December 2022, Biosecurity (First Point of Entry—Sydney Kingsford Smith Airport) Determination 2022.

This new determination replaces the transitional determination previously in place for Sydney Kingsford Smith Airport. As a result, there have been changes to the classes of goods permitted to arrive at the airport, as well as changes to the biosecurity entry points for classes of goods.

Sydney Kingsford Smith Airport is a FPOE for aircraft generally. There has been no change to the type of aircraft permitted.

Sydney Kingsford Smith Airport is now a FPOE for goods generally, with the exception of live horses, other than live horses from New Caledonia and live horses from New Zealand.

Permission has been restricted in the new determination to live horses from New Caledonia and New Zealand as Sydney Kingsford Smith Airport currently has a temporary facility that is sufficiently equipped to manage the biosecurity risks of these horses, but not horses from other locations. The airport operator is working towards compliance with the biosecurity requirements necessary for Sydney Kingsford Smith Airport to be made a FPOE for all live horses.

Aircraft operators planning to unload live horses at Sydney Kingsford Smith Airport, other than live horses from New Zealand and New Caledonia, must apply to the department for prior permission.

It is the obligation of the person in charge of an aircraft to ensure that the aircraft complies with the relevant FPOE determinations. Aircraft operators and other stakeholders should consult the relevant FPOE determinations to ensure that the proposed aircraft or goods movements are compliant with the determinations’ permissions and biosecurity entry points.
