Who does this notice affect?
Non- Bond Reporters of Self Assessed Clearance (SAC) consignments.
What has changed?
The purpose of this notice is to provide advice about upcoming electronic system changes occurring within the Department of Agriculture, Water and Environment (DAWE) and the impacts these may have on non-bond SAC Reporters.
These changes are being managed through the Biosecurity Integrated Information System (BIIS) program which is building an integrated system to improve the way we manage biosecurity risk. The continued investment in our systems and technology allows the department to develop and promote digital and innovative delivery of services.
BIIS has been incrementally releasing features for the Import Management System (IMS) to replace some of the department’s older border applications. The first release of the IMS was launched in August 2019 and focused on features related to the self-assessed clearance (SAC) referrals for Conference of Asia Pacific Express Carriers (CAPEC) reporters.
Work is now progressing on incorporating biosecurity risk management of all SAC consignments into the IMS. Following implementation all new SACs lodged by the Reporter in the Integrated Cargo System (ICS) will be processed in IMS.
Changes for SAC reporters will be minimal. A full list of changes will be advised prior to implementation which is scheduled for late February 2022.
