Who does this notice affect?
This notice is of interest to importers and customs brokers of used vehicles from Japan.
Recognised Offshore Cleaning and Pre-inspection Provider (ROCIP) Scheme
The Recognised Offshore Cleaning and Pre-inspection Provider (ROCIP) Scheme allows used vehicles to be cleaned and pre-inspected by approved offshore cleaning and pre-inspection providers.
Importers of used vehicles entering Australia under the ROCIP scheme are eligible to receive reduced inspection onshore as the biosecurity risk has been managed prior to export to Australia.
What has changed?
The department has formally recognised Bordercheck Japan Co., Ltd.'s Osaka Sukematsu Facility (Bordercheck Osaka Sukematsu) as a ROCIP facility for used vehicles and associated parts for export to Australia.
The department has assigned an Approved Entity Identifier (AEI) number JP1014UV to Bordercheck’s Osaka Sukematsu Facility.
A list of all offshore facilities currently recognised by the department with their relevant AEI codes and onshore intervention rates is available on the department’s webpage for Offshore treatment of used vehicles – recognised providers.
Customs brokers and self-reporting importers who import used vehicles under ROCIP scheme are encouraged to enter the AEI code for the offshore ROCIP facility in the Full Import Declaration (FID) lodged through the Integrated Cargo System (ICS) or third-party software.
Based on the AEI entered for the used vehicles cleaned and pre-inspected offshore, the department's Agriculture Import Management System (AIMS) will determine an onshore inspection rate of either 5% or 100%.
If 5% onshore inspection rate is determined for the consignment by AIMS based on the AEI entry, all vehicles and associated parts included in the consignment will be held until the inspection is completed and no contamination is detected. A larger sample size may be required if contamination is found on initial 5% of the consignment.
When is this change being implemented?
Bordercheck Osaka Sukematsu Facility was formally recognised on 13 October 2021. Currently, used vehicles that have been cleaned and pre-inspected by the Bordercheck Osaka Sukematsu Facility are at 5% onshore intervention rate.
