Who does this notice affect?
The following information is relevant to Biosecurity Industry Participants (BIPs) and accredited persons operating under Class 19.1 non-commodity for containerised cargo and 19.2 automatic entry processing for commodities (AEPCOMM) approved arrangement.
Background
Unaccompanied personal effects (UPE’s) lodged under a full import declaration were recently included as an in scope commodity under the class 19.2 AEPCOMM approved arrangement.
The AEP Support team would like to remind accredited persons that as per the Non-commodity information requirements policy, all lodgement types for unaccompanied personal effects are exempt from standard non-commodity information requirements because of commodity-specific clearance processes that address non-commodity concerns.
Action
Due to the exemption to non-commodity documentation (e.g. packing declaration) for UPE consignments, accredited persons can provide a positive response to consignments meeting the non-commodity requirement in the general declaration questions listed below. Please note for FCL/X consignments ‘yes’ is only appropriate where a positive response can be provided for both parts of the question.
