Who does this notice affect?
Customs Brokers and Self Reporting Importers accredited for the Non Commodity for Containerised Cargo Clearance (NCCC) and Automatic Entry Processing for Commodities (AEPCOMM) schemes.
What is changing?
As per Industry Advice Notice 29/2016, invitations to enter an Approved Arrangement (AA) under the Biosecurity Act 2015 were distributed to Compliance Agreement (CA) signatories on the 16 May. The Biosecurity Act 2015 commences on the 16 June 2016. The purpose of this notice is to provide an overview of the key changes affecting the NCCC and AEPCOMM AA’s (Broker AA’s) on commencement of the Act.
The following is a summary of key changes that will affect the Broker AA’s from 16 June 2016:
- A new Approved Arrangements webpage will be published with specific information regarding the Broker AA’s. This webpage will replace information on the current ‘arrangements with the department’ web page.
- The Broker AA’s have been assigned an AA Class. The NCCC AA will be class 19.1 and the AEPCOMM AA will be class 19.2
- Documentation for the AA’s will consist of the Approved Arrangements General Policies and Class Requirements. These documents replace the current CA documentation required under the Quarantine Act 1908.
- The Non commodity information requirements policy and Minimum documentary and import declaration requirements policy have been updated to reflect new terminology under the Biosecurity Act 2015.
- ‘Prohibited packaging material statement’ as required by the Non commodity information requirements policy has been replaced by the ‘unacceptable packaging statement’. A new packing declaration template will be published to reflect this change. The department will continue to accept the prohibited packaging statement until 16 June 2017.
- The Integrated Cargo System (ICS) concern type code for the ‘unacceptable packaging statement’ will remain PROH but the description has been updated to reflect the change.
- The term AQIS has been removed from the text in ICS lodgement question ID 7 and 9.
- All current AEPCOMM commodities that required a permit under the Quarantine Act 1908 will no longer require an import permit under the Biosecurity Act 2015. Refer to Industry Advice Notice 37-2016. The new Class 19.2 AEPCOMM requirements document has been updated to reflect this change.
When does this notice take effect?
All changes to publications and systems listed above will be effective from 16 June 2016.
