Who does this notice affect?
The following information is relevant to Biosecurity Industry Participants (BIPs) and accredited persons operating under the Department of Agriculture and Water Resources’ Approved Arrangement Class 19.2: Automatic Entry Processing for Commodities. This information will also affect Registered Training Organisations (RTOs) that deliver the unit of competency TLIX5054 Comply with Biosecurity Border Clearance.
What is changing?
As part of the implementation of phase 1 of the AEP Reform Project, the process for the determination of AEPCOMM codes by Accredited Persons will change.
Currently, AEPCOMM codes are determined based on decision flow charts found in the AA Class 19.2 Requirements document. As of 12th of December, Accredited Persons will be required to determine the appropriate AEPCOMM code for a consignment using BICON and the updated AA Class 19.2 Requirements document.
Accredited Persons will assess the consignment documentation against the BICON requirements to define the relevant import scenario. If the commodity and import scenario are in scope of the Approved Arrangement, processing the import declaration through AEP will be indicated as an option in the Onshore Outcomes table. The appropriate AEPCOMM code will be displayed in a Warning and Information Notice in the Onshore Outcomes field in BICON as follows:
Please note that AEPCOMM codes will appear in BICON from the 17th of November 2016, as the department is running a trial period prior to the process being implemented. Accredited Persons outside the trial should use the current procedures for determining codes until full implementation of the new process.
