Purpose
This Industry Advice Notice (IAN) is to advise industry of changes to instructional material for phytosanitary security.
Summary of changes and key points
The following instructional material has been updated on the Plant Export Operations Manual:
- The revised version of Exports process instruction: Maintenance of phytosanitary security for horticulture exports includes amendments to phytosanitary requirements for:
- Product being transported from an accredited property farm to accredited property packhouse.
- Product with a phytosanitary status being stored or handled at sites that are not an accredited property or registered establishment.
- Labelling or identifying marks mandatory on all product from the time it attains a phytosanitary status. The policy includes examples of compliant marks or labelling.
- Depicting when a transfer is required for each movement. Two flow charts have been included as Appendix 1 and 2.
- The Exports reference: Transfer record for horticulture exports template is now a one-page document, with instructions on the back page. The new template reduces duplication between the dispatch and receival sections.
Note: The transfer record template remains optional; businesses may use their own template, as long as the same information is provided.
- The Exports work instruction: Completing a transfer record for horticulture exports has been retired. Instructions for completing a transfer record are now found on the back page of the abovementioned transfer record template.
Background
Instructional material for phytosanitary security applies to all horticulture goods intended for export.
We conduct regular reviews of export policy to ensure it remains accurate and fit for purpose. Changes have been made to the policy for phytosanitary security to reflect existing processes in place for industry and to provide clarification on changes made to the existing requirements.

- Familiarise yourself with the updated versions of the instructional material.
- Ensure you are referring to the new version of the Exports process instruction: Maintenance of phytosanitary security for horticulture exports.
