Purpose
This Industry Advice Notice (IAN) is to notify exporters and EDI users of new Request for Permit (RFP) requirements for exporting horticulture or grain products to Fiji.
Summary and key points
- Australia will be piloting the use of electronic phytosanitary certificates (ePhyto) with Fiji from 19 November 2023.
- New fields will be visible and are required to be populated in your third-party software when raising horticulture or grain RFPs from 20 November 2023.
- These new fields relate to alignment with the new International Plant Protection Convention (IPPC) requirements for implementing electronic phytosanitary certificates (ePhyto).
- The new fields are collecting more detailed information for the product/s you are listing and the treatment/s which have been performed.

New Requirements for RFPs to Fiji
- Horticulture and grain RFPs to Fiji that are not at COMP or HCRD status by 6.00pm (AEDT) Sunday 19 November 2023 will need the new fields populated and the certificate template updated after 9.00am (AEDT) Monday 20 November 2023 to the following:
Country Commodity Old template New template as of 20 November 2023 Fiji Horticulture products H16 H16E Fiji Grain and seeds products E16 E16E - Please note that endorsement numbers will be unaffected.
- During this initial pilot stage there will be no error messages generated. Please ensure this information is entered for horticulture and grain RFPs to Fiji to avoid any delays with the completion of those RFPs.
- an IAN will be provided to notify of changes as we build on this pilot stage.
Background
The department is in the process of moving paper Phytosanitary certification for horticulture and grain products to an electronic certificate transfer via the IPPC Hub, known as ePhyto. To align with the IPPC, additional fields have been added to EXDOC to capture the required information.
Exporter responsibilities
- Acknowledge that inflight RFPs destined for Fiji that are not at COMP by 6.00pm (AEDT) Sunday 19 November 2023, will need to be updated after 9.00am (AEDT) Monday 20 November 2023.
- Familiarise yourself with the timing of the change to the new certificate templates for horticulture and grain to Fiji.
- Familiarise yourself with the correct new certificate template required for your plant and plant products to Fiji.
- Familiarise yourself with the additional information required to complete the new fields. Support material is attached for product part and product condition and treatment information is available through the relevant Micor cases.
Authorised Officer responsibilities
- There is no change for Authorised Officers.
