Purpose
This Industry Advice Notice (IAN) is to advise industry of key changes to requirements in the Operational Work Plan (OWP) for the export of mangoes and lychees to the United States of America (USA).
Summary of changes and key points
Key changes to the OWP include:
- transfer certificates being replaced with transfer records.
- requirement for the Treatment Identification Number (TIN) to be unique, and never re-used.
The revised OWP came into effect on 15 May 2023 and is now available in the ‘Documents' section of the Manual of Importing Country Requirements (Micor). To access this document, you must be a registered Micor plant user.
Background
The OWP was developed jointly by the United States Department of Agriculture’s Animal and Plant Health Inspection service (APHIS) and Australia’s Department of Agriculture, Fisheries and Forestry (DAFF), in 2013.
The OWP defines the requirements for the Pilot Audit Program for Irradiation Treatment and Certification of Mango and Lychee (Fruit) from Australia to the USA.
Responsibilities
Exporter responsibilities
Mango and lychee exporters are encouraged to familiarise themselves with the revised OWP for the USA.
Treatment facility responsibilities
Treatment facilities must ensure treated product is moved to another establishment (such as freight forwarders) under a transfer record. Transfer records are subject to suitable record management practices and may be audited by us.

Grower and packhouse responsibilities
