Purpose
This Industry Advice Notice (IAN) is to advise stakeholders that on 1 August 2022 we are changing the process for issuing non-GMO certificates for grain and horticulture consignments to India.
Summary of changes and key points
- On 1 August 2022, the Certificate as to Condition (Grain - GX46/Horticulture - HX46) will replace the current Declaration and Certificate as to Condition (EX188) for grain and horticulture consignments to India attesting to non-GMO status.
- The manual EX188 will no longer be issued for grain and horticulture consignments to India.
- The GX46/HX46 will be issued as an extra certificate from EXDOC, on security paper, saving exporters time and money.
- Authorisation of the Request For Permit (RFP) can be requested by emailing Assessment Services Exports.
- Relevant Micor Plants cases will be updated to reflect the updated certification requirements.
Background
Currently, the EX188 is being issued for grain and horticulture consignments to India attesting to non-GMO status. Exporters are required to print the certificate template from our website and populate before sending to the Assessment Services Exports for authorisation. Issuing manual certificates is inefficient and more costly for exporters.
As part of our commitment to continuous improvement the department has been looking at ways to reduce the number of manual certificates required for plant exports. The department is working with trading partners to transition existing arrangements to the new and improved certificate templates.
Exporter responsibilities
Prior to 1 August 2022, exporters should access the Micor Plants database and familiarise themselves with the updated certification requirements for grain and horticulture consignments to India.
