Purpose
This Industry Advice Notice (IAN) is to notify industry that a draft 2022‑23 horticulture arrangement exports cost recovery implementation statement (CRIS) has been released for consultation on our website.
Key points
- It is Australian Government policy to recover the cost of delivering export regulatory services.
- Under the Australian Government Charging Framework, we must regularly document changes to regulatory charging activities through a CRIS.
- We are releasing a draft 2022-23 horticulture arrangement exports CRIS for public submissions.
- The 2022‑23 CRIS describes our approach to managing cost recovery for horticulture arrangement exports, including fees and charges, financial performance information and financial forecasts for 2022–23 and forward 3 years.
- The 2022-23 CRIS reiterates the fees and charges taking effect from 1 July 2022 as outlined in the published 2021-22 CRIS, continuing the path to full cost recovery by implementing annual stepped increases in prices.
- The 2022-23 prices are set in legislation and will come into effect on 1 July 2022 which is during the consultation process.
- We have reviewed the performance of the arrangement and considers fees and charges as described in the 2021‑22 CRIS to be appropriate for 2022‑23.
- Charging Guidelines have been updated to reflect 2022-23 prices and will be published on our website.
Next steps
- Industry are invited to review the CRIS and provide feedback on our Have Your Say platform by 8 August 2022.
- We want your feedback on how the proposed arrangement outlined in the CRIS will impact you or your business. Your views will inform the final CRIS.
- The final CRIS must be approved by the Minister for Agriculture, Fisheries and Forestry.
- Submissions and the government’s response will be published alongside the final CRIS.
- If any amendments to fees or charges are decided following consultation, they will be implemented as soon as practical.
Background
- Regulatory fees and charges for the agricultural exports sector increased in 2021-22 after several years of under‑recovery.
- The CRIS committed to returning to full cost recovery by 2023‑24 with stepped increases that enables reforms to be rolled out while maintaining existing systems.
- A stepped return to full cost-recovery will ease the impact for agriculture and food exporters.
- Following annual price increases in 2022‑23 and 2023-24, programs are expected to return to full cost recovery in 2023‑24.
- Each CRIS update will outline prices for 4 years providing forward year forecasts. Prices will be reviewed annually and updated where a need is identified and approved by the government.
