Purpose
This Industry Advice Notice (IAN) is to advise industry of new export requirements for affected horticulture commodities to Fiji following the detection of Serpentine leafminer (Liriomyza huidobrensis) in Australia. The new requirements will come into effect on 29 October 2021.
Summary of changes and key points
- New treatment requirements are required for a number of export commodities to Fiji following the detection of Liriomyza huidobrensis (leafminer) in Australia.
- The new requirements are the same as those applied to the export of host commodities to New Zealand as outlined in IAN 2021-50. However, the requirements for Fiji are only applicable to Liriomyza huidobrensis.
- Commodities affected are
- Broccoli/Brocollini (Brassica oleracea)
- Brussel sprouts (Brassica oleracea)
- Cabbage (Brassica oleracea)
- Cauliflower (Brassica oleracea)
- Lettuce (Lactuca sativa)
- Parsley (Petroselinum spp.)
- Peas, green/snow/sugar snap (Pisum sativum)
- Sweet basil (Ocimum basilicum)
New requirements for affected commodities
- To trade, affected commodities will be required to undertake one of the following
- Appropriate pest control activities (including regular monitoring of crops, integrated pest management and spray programs in the event of increased pest pressure, quality control during harvesting and on packing lines to ensure removal of leaves and extraneous material)
- a grower declaration will be required on the phytosanitary certificate, confirming that
' The consignment has undergone appropriate pest control activities that are effective against Liriomyza huidobrensis.'
OR
- a grower declaration will be required on the phytosanitary certificate, confirming that
- Fumigation
Approved fumigation treatment must be applied at:- 34g/m3 MBr with 74.9 Ct (calculated on 54% retention rate) at 20 °C or above for 3 hours
or - 40g/m3 MBr with 88.2 Ct (calculated on 54% retention rate) at 15 °C or above for 3 hours
or - 46g/m3 MBr with 101.4 Ct (calculated on 54% retention rate) at 10 °C or above for 3 hours.
OR
- 34g/m3 MBr with 74.9 Ct (calculated on 54% retention rate) at 20 °C or above for 3 hours
- Irradiation
- Approved irradiation treatment must be applied at a minimum absorbed dose of 250 Gy.
- Any treatments must be undertaken onshore in Australia prior to export.
- The Manual of importing country requirements (Micor) will be updated on 29 October 2021 to reflect the new requirements. Exporters must refer to the relevant Micor case prior to export to ensure import conditions can be met.
Authorised Officer Responsibilities
- Authorised officers must validate the treatment certificate in accordance with the Guideline: Supporting documents for plant exports.
Background
Australia has detected Liriomyza huidobrensis, which is a pest of concern for Fiji. Fiji has advised of new requirements for host commodities of Liriomyza huidobrensis for Australian exports.
