Purpose
This Industry Advice Notice (IAN) is to notify stakeholders that calibration certificates will now be issued exclusively through the Plant Exports Management System (PEMS).
Summary of changes and key points
- Calibration certificates will now be issued electronically through PEMS.
- Exporters and Electronic Data Interface (EDI) users must register for PEMS to access the calibration certificate.
- Exporters and EDI users can download and print a paper copy of the certificate from PEMS to accompany their goods.
- Refer to the Reference: Plant Exports Management System (PEMS) External Executive—User Guide for instructions on how to download certificates.
- From 31 May 2021, calibration certificates issued by PEMS will no longer include an ‘original’ or ‘copy’ stamp, excluding for China.
- Importing countries are aware of the ability to verify the authenticity of a calibration certificate should the need arise.
Background
In response to COVID-19, the Department of Agriculture, Water and the Environment transitioned from issuing manual calibration certificates to an interim electronic certificate.
In March 2020, the interim approach was communicated to importing countries and no integrity issues have been reported.
We have now advised importing countries that we will adopt electronic calibration certificates as our standard procedure, and these documents will include electronic signatures and departmental stamps.
Exporter responsibilities
Exporters and EDI users must register for PEMS to access the calibration certificate once it has been issued. If you are not yet registered for PEMS please read the Factsheet: How to register for PEMS and follow the written instructions.
