Purpose
This Industry Advice Notice (IAN) is to advise that the instructional material for the inspection of forest products for export has been updated.
Summary of changes and key points
- The following instructional material for the inspection of forest products for export has been updated and published on the Plant Export Operations Manual (PEOM)
- Volume 8B: Commodity Inspections – Forest Products
- Work instruction: Inspection of Forest Products.
- The instructional material has been updated to
- include new sampling and inspection requirements for export of logs to all markets, including mandatory re-inspection of logs with bark to China
- include sampling and inspection requirements for processed waste/biomass
- clarify that the fumigation of logs must be done according to our Methyl Bromide Fumigation (MBF) methodology in conjunction with any relevant Micor requirements
- clarify requirements for monitoring fumigations
- Fumigators must continue to monitor as required by the MBF methodology and Micor.
- The fumigation must also be subject to independent monitoring.
Implementation
- Changes have been discussed in forums with exporters, Authorised Officers, log packing establishments and fumigators throughout November and December 2020.
- Updated requirements for the inspection and fumigation of logs must be implemented by all parties immediately.
- Audits will be conducted starting in 2021 to ensure compliance with the updated requirements.
Background
Updates to the inspection of forest products for export instructional material reflect changes required to strengthen the inspection and fumigation requirements for log exports. Changes made to sampling, inspection, fumigation and monitoring of fumigation, apply to logs destined to all export markets.
