2020-64 - Business Systems Program – Identified issue in PEMS for commodities to New Zealand

Purpose

This Industry Advice Notice (IAN) is to advise that there is an identified system conflict when preparing commodity inspections for New Zealand in the Plant Exports Management System (PEMS) where multiple endorsements are associated to a commodity line on the RFP.

Summary of changes and key points

  • The department has a paperless phyto (E-Cert) arrangement with New Zealand.
  • In some instances, the export process requires extra endorsements and an extra certificate statement, which cannot currently be accommodated in PEMS when multiple endorsements are associated to a commodity line on the RFP.
  • The department is aware of the issue and will develop an IT solution to be delivered in May 2021.
  • The issue affects both grain and horticulture commodities being exported to New Zealand.
  • Until the IT solution is delivered, AOs must record these types of inspections on the appropriate manual form.

Background

PEMS is an IT system that is used to capture and store information relating to the export of plants and plant products from Australia; including plant product export inspection, calibration results and transport units.

In May 2019, PEMS was made available to all plant export external AOs, exporters, EDI users and registered establishment executives, across Australia.
