Purpose
This Industry Advice Notice (IAN) is to advise that the instructional material for the inspection of prescribed grain and plant products for export and related material has been updated.
Key points
- The following new instructional material is available on the PEOM:
- Guideline: Inspection of prescribed grain and plant products for export
- Guideline: Inspection of cotton for export
- Work instruction: Inspecting prescribed grain and plant products for export
- Work instruction: Inspecting processed plant products for export produced under quality systems recognition
- Reference: Pests and contaminants of grain and plant products
- Reference: Plant exports guide—prescribed grain and plant product inspections
- The following revised instructional material is available on the PEOM:
- Guideline: Quality system recognition of processed plant products for export
- Reference: Table of plant export protocol markets (formally Reference: Table of horticulture protocol markets)
- The following instructional material will be rescinded and removed from the PEOM:
- Volume 8: Commodity inspections - Grain, seeds, nuts and stockfeed
- Work Instruction: Inspection of prescribed grain and plant products
- Volume 6A: Pests, diseases and contaminants of grain and plant products
- Reference: Inspection technique guide – goods with a particle size greater than a sieve hole
- Reference: Inspection technique guide – goods with a particle size less than a sieve hole
- Reference: Inspection technique guide – nuts
- Reference: Inspection technique guide – goods in very small packages
Summary of changes
Prescribed grain and plant products instructional material
- The Guideline: Inspection of prescribed grain and plant products for export replaces the prescribed grain and plant product inspection policy previously contained in Volume 8: Commodity inspections - Grain, seeds, nuts and stockfeed and changes include:
- Authorised Officer (AO) work health and safety reporting requirements
- a requirement for samples of bulk into containers to be drawn during the loading of each container and inspected immediately
- a requirement for AOs to verify that the correct sample volume is delivered when using automatic sampling
- AO inspection requirements when using automatic vibrating sieves
- requirements for registered establishments to have registered operations and function codes relevant to the commodity inspection
- requirements for exporting goods not of Australian origin
- requirements for the re-export of goods.
- The Work Instruction: Inspecting prescribed grain and plant products for export replaces Work Instruction: Inspection of prescribed grain and plant products and includes requirements for:
- container approval verification
- recording sample rates details
- transparent packaging inspections
- protocol market inspections
- mobile bulk loading inspections
- recording inspections in the Plant Export Management System (PEMS).
- The Reference: Pests and contaminants of grain and plant products replaces Volume 6A: Pests, diseases and contaminants of grain and plant products and removes the list of non-injurious pests.
- The Reference: Plant exports guide—prescribed grain and plant product inspections replaces the following References:
- Inspection technique guide – goods with a particle size greater than a sieve hole
- Inspection technique guide – goods with a particle size less than a sieve hole
- Inspection technique guide – nuts
- Inspection technique guide – goods in very small packages
Cotton instructional material
- The Guideline: Inspection of cotton replaces the cotton inspection policy previously contained in Volume 8: Commodity inspections - Grain, seeds, nuts and stockfeed and changes include:
- AO work health and safety reporting requirements
- requirements for exporting goods not of Australian origin
- requirements for the re-export of goods
- inspection tolerances for raw baled cotton, mote baled cotton and cotton modules/unprocessed cotton.
Quality system recognition instructional material
- The Guideline: Quality system recognition of processed plant products for export has been updated to:
- include a trade description policy
- amend the audit result required to maintain ERE registration.
- The Work Instruction: Inspecting processed plant products for export produced under quality systems recognition is a new standalone work instruction for the inspection of goods under quality system recognition.
Protocol market instructional material
- The Reference: Table of plant export protocol markets replaces the Reference: Table of horticulture protocol markets and includes prescribed grain and plant product protocol markets
Implementation dates
Industry and AOs must ensure compliance with the new instructional material from 1 July 2020.
Certification: Export documentation will be assessed against the new instructional material for consignments inspected from 1 July 2020.
AO training: AO candidates will be trained against the new material from 15 June 2020.
AO assessments: AO candidates will be assessed against the new material from 1 July 2020.
AO audits: AOs will be audited against the new material for consignments inspected from 1 July 2020.
Important: Industry and AOs can begin to use the new material from today, however it is not compulsory until the implementation dates listed above.
Background
The department is undertaking a review of its instructional material published on the PEOM. This includes Volumes, Guidelines, Work Instructions, References and Candidate advices. This material is being reviewed to ensure its currency and to help it better meet industry’s needs.

Exporter and registered establishment responsibilities
Exporters and registered establishments should read and comply with the new instructional material from the date of implementation.
Authorised Officer responsibilities
AOs must comply with the new guidelines and work instructions from the date of implementation.
All AOs currently appointed with PGG3001: Export inspection of prescribed grain and plant products will be:
- enrolled into a revised eLearning program and can choose to complete it immediately or wait for their next reappointment to complete it.
- From 1 July 2020, completion of the revised eLearning program will be a mandatory reappointment requirement.
- able to contact their local Regional Assurance Manager (RAM) should they require support in meeting the new requirements or assistance interpreting the new instructional material templates.
