Purpose
This Industry Advice Notice (IAN) is to advise stakeholders that transfer certificates for Korean protocol markets are no longer required, as transfer records are now in place.

- Department-issued transfer certificates are no longer required for horticulture exports to Korean protocol markets.
- Industry must use transfer records to record the secure movement of goods, in accordance with the new phytosanitary security policy.
- MICoR work plans will be updated to reflect this change during their pre-season review.
- Previously released factsheets on the new phytosanitary security policy have been updated to remove the requirement of transfer certificates for Korea.
Background
On 16 December 2019, the department’s new phytosanitary security policy for horticulture exports came into effect. The new policy was developed as part of improvements to the department’s horticulture export certification system.
Transfer certificates remained in force for any protocol market that still had an expectation that they were being issued. This included Korea, as pre-clearance inspectors would often cite the transfer certificate.
The department has subsequently advised Korea of the new policy, and Korea no longer requires a department-issued transfer certificate.
