Purpose
This Industry Advice Notice (IAN) is to advise exporters of new requirements for feed ingredients exported to Vietnam.
Summary of changes and key points
- Beginning 5 March 2020, a Certificate of Free Sale (CFS) or equivalent document is required for feed ingredients exported to Vietnam listed under the National Technical Regulation (NTR) 01-78:2011.
- Products meant for human consumption, such as soybeans for human food applications, soybean oil, wheat or other commodities do not require a Certificate of Free Sale.
Background
On February 14 2020, the Department of Livestock Production (DLP) of Vietnam’s Ministry of Agriculture and Rural Development (MARD) issued an official letter outlining new requirements for the quality examination of imported feed ingredients.
DLP announced that a Certificate of Free Sale or equivalent issued by the competent authority of the country of origin is required from 5 March 2020 for feed ingredients listed under the NTR 01-78:2011. This includes corn, rice, wheat, gluten, soybean, soybean meals and oilseed meals.
Exporters responsibilities
Exporters should contact their relevant state or territory Chamber of Commerce for a CFS.
