Purpose
This Industry Advice Notice (IAN) is to advise that EXDOC will be updated to align with the changes to export conditions for plants and plant products destined for the European Union (EU) from 14 December 2019.
Summary of changes and key points
- Export conditions for plants and plant products destined for the EU will change from 14 December 2019.
- The change to conditions may prevent Electronic Data Interface (EDI) users from progressing RFPs for plant and plant products destined to the EU.
- The department’s EXDOC system has been updated to reflect the changes to plant and plant products, however, clients are encouraged to submit any requests for coding for the EU to EXDOC Plant Programs, noting cut off dates in IAN 2019 – 62.
- The department will prioritise coding requests for plant and plant products to the EU to ensure EXDOC is aligned with the EU conditions published in MICoR Plants
Background
The EU have conducted a review of their current conditions under the Council Directive 2000/29/EC on protective measures against the introduction into the Community of organisms harmful to plants or plant products and again their spread within the community. The EU will be enforcing these conditions under the Regulation (EU) 2016/2031 from 14 December 2019. Additional information can be found in IAN 2019– 57.
EDI and exporter responsibilities
- EDI users and exporters should contact EXDOC Plant Programs with requests to update coding for the EU prior to submitting a Request for Permit (RFP).
- EDI users and exporters should contact EXDOC Plant Programs for any coding issues with RFPs for the EU.
- Exporters should check MICoR Plants for updates prior to planning for export to the EU.
