2019-60 - Business Systems Program – Plant Export Management System updates

Purpose

This Industry Advice Notice (IAN) is to notify stakeholders of updates to the Plant Export Management System.

Summary of changes and key points

  • The ‘Exporter name’ field can now be edited by the authorised officer (AO) conducting the inspection. 
  • The USA calibration record now includes the third probe reading field.
  • When the calibration sampling rate is ‘other’, a result is no longer required for each line.
  • The ‘Time Entry’ field will now accept times that are equal to or greater than the start time, and equal to or less than the end time.
  • The Reference: Plant Exports Management System (PEMS) Authorised Officer user guide and appendices have been updated to reflect these changes.

Background

PEMS is an IT system that is used to capture and store information relating to the export of plants and plant products from Australia; including plant product export inspections, in-transit cold treatment (ITCT) calibration results and transport units inspections.

In May 2019, PEMS was made available to all plant export external AOs, exporters, EDI users and registered establishment executives, across Australia.  The use of PEMS for the export of plants and plant products will become mandatory from May 2020 via direct use or through system integration.

The system is supported with a suite of tools, including:

  • user guides and factsheets, available on the Plant Export Management System webpage
  • video tutorials for AOs, available on LearnHub.

AO responsibilities

All AOs must be registered and using PEMS before the May 2020 deadline. Submission of inspection records and supporting documentation via email will not be accepted after the deadline.

Exporter responsibilities

All exporters and other industry stakeholders, that currently provide supporting documentation for plant and plant product inspections and/or calibrations, will need to register for PEMS before the May 2020 deadline and be using it from the deadline. Submission of supporting documentation via email will not be accepted after the deadline.
