Purpose
This Industry Advice Notice (IAN) is to advise authorised officers (AOs) and industry that the Department of Agriculture has approved new protected anchorage positions for the inspection of empty bulk vessels at Albany and Esperance, Western Australia and revised the pre-requisites for the BVI3001:2 Export inspection of empty bulk vessels – at protected anchorage job function.
Summary of changes and key points
- Industry Advice Notice 2019-44 has been rescinded.
- The Guideline: Empty bulk vessels for export has been updated to include the following new approved protected anchorages:
- anchorages A, D and Z at King George Sound, Albany
- anchorages A, B, D, E and F situated east of the main breakwater between Low Rock and Limpet Rock, Esperance
- The pre-requisites for the BVI3001:2 Export inspection of empty bulk vessels – at protected anchorage job function have been revised.
- The form Bulk vessel inspections – Declaration of boarding at sea experience has been updated to reflect the revised pre-requisites.
- The revised pre-requisites will be enforceable immediately for new AOs wishing to gain accreditation for the BVI3001:2 job function.
- The revised pre-requisites will be enforceable from 1 January 2020 for AOs who already hold the BVI3001:2 job function.
Authorised officer responsibilities
- There will be a short transition period until 1 January 2020, whereby AOs who currently hold the BVI3001:2 job function will be permitted to continue inspecting empty bulk vessels at anchorage.
- AOs wishing to continue their BVI3001:2accreditation following the transition period must submit the updated Bulk vessel inspections – Declaration of boarding at sea experience to and have it acknowledged by the department before 1 January 2020.
- After 1 January 2020,only those AOs who meet the revised pre-requisite requirements will be permitted to undertake empty bulk vessel inspections at protected anchorage.
- AOs wishing to add the BVI3001:2 job function to their appointment must do so using the Authorised Officer change of job function form available on the department’s website. All forms must be accompanied by a Bulk vessel inspections – Declaration of boarding at sea experience.
Background
On 29 March 2018, the department released the job function BVI3001:2 Export inspection of empty bulk vessels – at protected anchorage to industry, permitting empty bulk vessel inspections to be undertaken at approved protected anchorages at the mooring in Cockburn Sound, Kwinana.
The approval of additional protected anchorages are subject to the outcomes of risk assessments undertaken by the department.
The pre-requisites for the BVI3001:2 Export inspection of empty bulk vessels – at protected anchorage job function have revised in anticipation of further requests for new protected anchorage approvals.
