Purpose
This Industry Advice Notice (IAN) is to advise stakeholders of the new policy regarding phytosanitary security of horticulture goods for export.
Summary of changes and key points
- A new policy on phytosanitary security for horticulture exports is now available on the Plant Export Operations Manual (PEOM).
- The new policy will be enforceable from 16 December 2019.
- The following documents have been created or updated as part of the new policy:
- Guideline: Maintenance of phytosanitary security for horticulture exports (new)
- Work instruction: Completing a transfer record for horticulture exports (new)
- Reference: Transfer record for horticulture exports (new)
- Work instruction: Validating supporting documents for plant exports (updated)
- Work instruction: Inspecting horticulture exports using end-point sampling (updated)
- Work instruction: Inspection horticulture exports using in-line sampling (updated)
- Volume 14: Product security and the Work Instruction: Security and movement of horticultural produce will be rescinded and removed from the PEOM on 16 December 2019.

Implementation dates
- There will be a 3 month transition period and industry can choose to start complying with the new policy from 16 September 2019.
- From 16 December 2019, the policy will come into force. Where goods have a phytosanitary status, industry must comply with the new instructional material.

Background
A new phytosanitary security policy has been developed as part of improvements to the department’s horticulture export certification system. The introduction of the new policy and supporting instructional material aims to make it easier for all clients in the export pathway to understand and comply with the department’s phytosanitary security requirements.
