Purpose
The purpose of this Industry Advice Notice (IAN) is to advise that Myanmar will require an import permit to be issued for all plant and plant products being exported from Australia to Myanmar from 1 October 2017.
Summary of changes and key points
- The Myanmar Ministry of Agriculture, Livestock and Irrigation is now issuing import permits for all plant and plant products being exported from Australia.
- From 1 October 2017, a copy of the import permit must be presented at the time of making an appointment for an inspection by an Authorised Officer and the permit number must be stated on the phytosanitary certificate.
- Details of import permit numbers may now be stated on phytosanitary certificates if all requirements of the permit are met.
- MICoR Plants will be updated if exporters present any import permits which have changes to Myanmar’s import requirements.
Background
The Department of Agriculture and Water Resources has been advised by the Myanmar Ministry of Agriculture, Livestock and Irrigation that an import permit (import certificate for plants/ plant products) is required for all plant and plant product imports into Myanmar as of 1 October 2017.
Exporter’s responsibilities
To avoid delays in the clearance of plant and plant product consignments exported from Australia, it is recommended that exporters now obtain a valid import permit for shipments prior to 1 October 2017. Exporters are responsible for ensuring that their consignments for export from Australia meet Myanmar’s import requirements.
Authorised Officer’s responsibilities
From 1 October 2017, Authorised Officers must validate a copy of the import permit before proceeding with an inspection of prescribed goods for export to Myanmar.
