Purpose
The purpose of this Industry Advice Notice (IAN) is to provide an update to requirements for representative sampling and sub-sampling of all prescribed goods under the Department of Agriculture and Water Resources Grain and Seed Exports Program (GSEP). This IAN rescinds advice previously published by the department in IAN 2017-14.
Summary of changes and key points
- Prescribed goods under the GSEP includes grain, seed, nuts, hay, straw, plant-based stockfeed, forest products, cotton and other plant products excluding horticulture and nursery stock.
- Samples and sub-samples for the Authorised Officer phytosanitary inspection must continue to be drawn as per sampling procedures outlined in the relevant work instruction and Plant Export Operations Manual.
- Samples and sub-samples drawn for weed seed and laboratory analysis certification of prescribed goods must be true representations of the consignment presented for export.
Background
The Grain and Plant Product Export Industry Consultative Committee (GPPEICC) has agreed to form a working group to review sampling procedures for weed seed and laboratory analysis certification and to develop a preferred sampling proposal that meets industry, Australian Government and importing country requirements. The department will consider the GPPEICC working group’s proposal before finalising updated requirements for weed seed and laboratory analysis certification.

Exporter’s responsibilities
- If weed seed or other laboratory analysis certification is required to meet an importing country requirement, exporters are responsible for ensuring that samples and sub-samples drawn for analysis are representative of their consignment that is presented for export.
Authorised Officer’s responsibilities
- Authorised Officers must ensure that samples taken for phytosanitary inspection are compliant with sampling requirements in the relevant work instruction and Plant Export Operations Manual.
