Purpose
This Industry Advice Notice (IAN) is to remind exporters that prior to inspection, the ‘request for permit’ (RFP) must accurately match the consignment.
Summary of key points
- Part 4 of the Export Control (Plants and Plant Products) Order 2011 specifies that the information contained in the notice of intention to export (or the RFP) is true and correct.
- An RFP must be consistent with the consignment presented prior to export inspection by an Authorised Officer (AO), or the inspection cannot proceed.
- Inaccurate or late lodgement of RFPs and related consignment documents may cause delays and increase costs.
Background
The department is concerned at the level of inconsistency between the RFP and the consignment presented at the time of inspection. For example, the inclusion of additional consignment lines, changes to commodities and changes to destination country.
Exporter responsibilities
The exporter is responsible for ensuring that the RFP is accurate prior to inspection. If the RFP does not match the consignment, the exporter must amend or resubmit the RFP prior to inspection.
Authorised officer responsibilities
Inspection cannot proceed if the consignment presented does not match the RFP. AOs must reject the consignment, or request that the exporter amend the RFP prior to inspection in accordance with the relevant work instruction.
