2016-06 - Horticulture Export Program – citrus export licence requirements

Purpose

To advise Australian citrus exporters that they are currently not required to hold a citrus export licence. Phytosanitary requirements for citrus exports are unchanged.

Background

Prior to 1 October 2015 citrus exporters were required to hold a licence from Horticulture Innovation Australia Limited (HIA; prior to 2015, Horticulture Australia Limited) and to adhere to the conditions on that licence.

On 1 October 2015 the legislation that specified citrus to the United States and oranges to all export markets as regulated products and markets sunsetted (ceased to be law).

On 1 November 2015 the Secretary of the Department of Agriculture and Water Resources assumed the powers of the horticulture industry export control body from HIA.

Key points

  • The citrus export licences granted by HIA expired on 31 January 2016.
  • The Department of Immigration and Border Protection has disabled the requirement for a HIA licence number in the Integrated Cargo System (ICS) for citrus exports.
  • The ICS still has a field to input a HIA licence number but this can be left blank and the system will not register an error.
  • The department will inform you of the future arrangements for citrus export licencing once they are confirmed.
