Purpose
To advise exporters that the export conditions for mung beans (Vigna spp.) for sprouting to the European Union have been amended on the departments MICoR database.
Background
Following an audit in November 2014 by the European Union – Food and Veterinary Office of the microbiological controls on seeds for sprouting to the European Union, it was identified that the MICoR cases for seed for sprouting to the European Union countries were not clear.
Lisitings on MICoR for individual EU member countries now reflect the conditions that were applied to the European Union case and include France, Italy, Portugal, Spain, The Netherlands and the United Kingdom.
Key Points
All consignments of mung beans exported to the European Union must be accompanied by a Phytosanitary Certificate and a Certificate as to Condition (EX46A).
At the time of inspection the exporter must provide a signed Commodity Vendor Declaration form from the Australian Mungbean Association (available from www.mungbean.org.au ) linked to the consignment. The declaration will be used to certify on a Certificate as to Condition (EX46A) the following:
“I, the undersigned, hereby declare that I am aware of the relevant provisions of Regulation (EC) No 852/2004 and certify that the seeds described above were produced under conditions which comply with Regulation (EC) No 852/2004 and in particular with the hygiene provisions for primary production and associated operations set out in Part A of Annex 1 thereto”.
The consignment must be exported within 14 days of inspection and the phytosanitary certificate must be issued within 14 days of the consignment being exported from Australia.
