In accordance with the Export Control (Plants and Plant Products) Orders 2011, an Export Permit is required for all prescribed plant and plant products. This includes all plants and plant products for which a phytosanitary certificate is issued and the consignment is greater than 10 kilograms.
Prescribed plant and plant products include:
- fresh fruit and vegetables (includes herbs and mushrooms) and dried fruit
- prescribed grain (any seed or grain of any of the following kinds: barley, canola, chickpeas, dried field peas, faba beans, lentils, lupins, mung beans, oats, sorghum, soybeans, whole vetch and wheat);
- plant products (nuts, fodder, straw, timber products, nursery stock, tissue cultures, cotton and other grains / seeds not listed above) for which a phytosanitary certificate or any other official certificate is required by an importing country authority.
To enable the Export Permit to be issued a Notice of Intention to Export (NOI) must be lodged with Plant Exports either:
- prior to the inspection of the consignment if a phytosanitary certificate is to be issued; or
- prior to the export of the consignment if being exported to a non-phytosanitary destination
A NOI maybe in the form of:
- an EX28 – manual NOI for AO inspected consignments
- an EX222 – manual NOI for AA inspected consignments
- an RFP – electronic NOI for AO and AA inspected consignments
Effective as of 3 September 2012, electronically issued export permits will apply to all prescribed plant and plant products.
The Plant Export Operations fee for an Export Permit is:
- manually issued permits (including re-export) - $100.00 per permit;
- electronically issued (EXDOC) permits - $16.00 per permit.
The export of prescribed goods is prohibited unless an export permit for the export of the goods is in force.
