Purpose
To advise industry and Authorised Officers (AOs) of China’s new procedure for issuing electronic Import Permits for Plants and Plant Products.
Background
Countries may issue import permits that are either paper based and manually issued or electronically issued. DAFF has received a number of Import Permits from Shanghai that have not contained signatures or official stamps of Chinese Quarantine Authorities. The Grain & Seed Exports program has been advised by the Agricultural Counsellor in Beijing that the electronic import permits are authentic and Shanghai Quarantine Authorities have ceased issuing paper permits.
Exporters Responsibilities
- Exporters should refer to the Manual of Importing Country Requirements on the website prior to export to ensure import conditions can be complied with.
- Exporters must present an import permit (when required) and other relevant documents when booking inspections for exporting various Plants and Plant Products to China. Note: An official English translation of the import permit must be presented if the original permit is in a language other than English.
Authorised Officers responsibilities
- If required by the importing country, Authorised officers must sight the import permit prior to inspection.
- Authorised officers must inspect the goods and be satisfied that the goods are export compliant for the People’s Republic of China prior to issuing export certification.
