What is the Export Meat Systems Sanctions Policy?
The Export Meat Systems Sanctions Policy provides the detail on how the department will implement the regulatory actions and sanctions available to the Secretary within the Export Control (Meat and Meat Products) Rules 2021 and associated legislation.
With the development of a new Export Meat Systems Audit Policy, it was timely to review and update the sanctions policy. This policy replaces the previous Australian Quarantine and Inspection Service Policy for Audit and Sanction 2005, and came into effect from 25 March 2014.
In the review of this policy, consultation occurred with key stakeholders including the Australian Meat Industry Council.
Why does the government need to apply regulatory action or sanctions?
As the regulator, the department must have confidence that the occupier is producing product that complies with the Export Control Act 2020 and meets export market requirements. The appropriate application of regulatory action and sanctions ensures that non-compliant product does not continue to be produced or exported.
When might a regulatory action or sanction be applied to an occupier?
Regulatory actions and sanctions will be applied in line with the legislation, when non compliance and/or breach of the legislation are identified. Examples of this include failure to register to export, a critical non-compliance at audit or a rejection of product at port of entry at port of entry.
Who does the Export Meat Systems Sanctions Policy apply to?
The policy applies to:
- all occupiers of export registered red meat slaughter establishments and independent boning rooms, and exporters of meat.
- all authorised officers working in and/or auditing export registered red meat slaughter establishments and independent boning rooms and exporters of meat.
- any delegate of the Secretary implementing the regulatory actions and sanctions available within Export Control (Meat and Meat Products) Rules 2021 and associated legislation.
