Purpose
This Market Access Advice (MAA) supersedes MAA2021 – 08 informing of temporary trade disruptions to the export of seafood to Indonesia and provides updated advice to the process for requesting a manual health certificate for fish and fishery products.
Summary of key points
- On Wednesday 31 March 2021, Indonesia’s Ministry of Marine Affairs and Fisheries (MMAF) advised that the implemented manual ‘Health Certificate for Fish and Fishery Products Exported to Republic of Indonesia’ (FXIN01) has not met formatting requirements as set out in its new certificate template for fish and fishery products. This certificate template will not be accepted by MMAF.
- The department submitted a revised certificate template which has been given interim approval. Meanwhile, the department will continue to develop a longer-term certificate to meet Indonesia’s requirement. The department will issue another advice once the formal approval has been received.
- The interim certificate is a manual health certificate.
- The department stresses that this manual certificate is only intended for short-term temporary use pending the formal approval of a longer-term certificate and then development within EXDOC of the approved certificate.
- Exporters that have already received a manual FXIN01 certificate are advised to email foodexports@awe.gov.au for information on obtaining a replacement manual certificate template.
- As part of the certificate re-issuing process, a departmental facilitation letter will also be provided.
- In cases where a replacement certificate will need to be issued, the usual fee for a replacement certificate will be waived.
Process for requesting an export permit and manual MMAF certificate template for Indonesia
- Effective immediately, exporters/EXDOC users are advised to raise a request for permit (RFP) in EXDOC as per normal process to the COMP stage. Please note a health certificate WILL NOT be created at the COMP stage.
- Following this, exporters are required to email foodexports@awe.gov.au requesting a manual health certificate template. Please title the subject line of your email with the following information: “Query – Indonesian Seafood Template Request”. Please include the RFP number within the email body.
- Once this information has been provided; the department will provide a manual certificate template via return email which must be filled out by the exporters using the RFP information in EXDOC.
- To Note: The manual certificate template will be provided in Excel spreadsheet format.
- In assisting exporters and registered seafood establishments in completing this certificate, an example guidance document has been provided as part of this MAA.
- Exporters shall email the completed certificate to foodxports@awe.gov.au using email subject title: ‘Air/Sea, Manual, FXIN01, Indonesia, Exporter, Collection location’ and quote the RFP number within the email body.
- Staff at the regional office will notify exporters when the certificate is ready for collection
- When collecting the certificate, a facilitation letter will also be provided which must accompany the health certificate.
- Please do not attend the regional office before you are advised the certificate is ready for collection.
The Manual of Importing Country Requirements (Micor) shall be updated to reflect this Market Access Advice.
