Purpose
This Market Access Advice (MAA) is to remind Australian manufacturing establishments preparing dairy products for export to China of the requirement to complete a renewal application for their registration listing with the General Administration of Customs of the People’s Republic of China (GACC) in the China Import Food Enterprise Registration (CIFER) system.
Pasteurised milk and dairy establishments
All establishments holding a pasteurised milk and other dairy product registration/listing, and intend to continue export to China, should have already submitted an ‘application for modification’ to complete their CIFER registration details.
Establishments must complete an ‘application for extension’ within the CIFER system after 1 March but before May 31 2023. Experience in other commodity areas suggests that the extension application should be completed as soon as possible to avoid delisting by China.
Infant formula establishments
All establishments holding an infant formula product registration/listing, and intend to continue exporting to China, are required to complete their CIFER registration details by submitting an ‘application for modification’. Establishments should submit as soon as possible and have their modification application approved by China before 30 June 2023 to avoid delisting by China.
Those infant formula establishments that have their modification and extension approved by GACC last year are not required to resubmit an application.

Reminders
- The CIFER system is administered by GACC. All applications are accepted and approved by GACC at their discretion. The department has a limited role in verifying information provided by establishments.
- Any information submitted in support of a listing application in CIFER should be considered as being sent directly to GACC.
- Establishments are responsible for ensuring the information provided in CIFER is reflected in your Australian registration in the department’s Establishment Register (ER).
- All establishments are responsible for ensuring that their details in CIFER are correct and that their CIFER product registrations are up-to-date and accurate.
- When providing supporting documentation in CIFER, establishments should upload the latest version of all required documentation.
- Establishments that have multiple CIFER Article 7 product registrations should ensure that the information is consistent across all registrations, particularly the required fields marked with an ‘asterisk’ such as name of legal representative. This includes establishments that have both Article 7 and 9 product registrations. This is to minimise delays in processing applications in China.
